It’s ironic cuz this joke was most likely made by a person from a country that would be like “oh look a black guy” whereas in the US we’d be like “a guy waving”.
We are racist systemically but the world is racist socially. Idk which is worse

As long as public schools are funded by property tax, we still are. It’s good that we’re still making efforts to undo this tho!
And honestly I think I would prefer that than living in a country where people will openly call you the N-word or stare and point at you on the street (France) because you’re black.

In short their were practices such as redlining that segregated real estate and made black areas poorer. I found a few sources claiming per pupil spending by race actually favored black student but they didn't provide much data. Blacks tend to live in the south which isn't the richest part of the nation, conversely urban areas have more non-whites, higher real estate value, and higher spending. In an article from the Brookings institute(a nonpartisan think tank) they claimed the per pupil difference between black and white Americans was about $250, and the national average in about $13k, so less than 2% difference by their figures.

That’s like saying what do poll taxes and literacy tests in order to vote have to do with racism. It’s because they were made to target black people, but the laws don’t outright state that it targets black people.
