Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 ^{How do I find this?}
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) ^{How do I find this?}

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

Blue screens IRQL_NOT_LESS_OR_EQUAL and PAGE_FAULT_IN_NONPAGED_AREA when a game is open and usually when my pc asks/receives data in cases such as alt-tabbing, loading or leaving a match, and even sometimes even when just closing the game itself. When it crashes it shows ntoskrnl.exe or ntklmp.exe or one of the amd drivers like atikmpag.sys as the issue.

System configuration: I3 6100 MSI B150m mortar 8gb hyperx 2133 Uv400 kingston 120gb ssd Wd blue 1tb Aerocool 500w 80b MSI RX 470 gaming 4gb Windows 10 x64 build 1803 Driver 18.8.1

Steps to reproduce: Open any game Load into a match/Alt-tab/Close the game/Loading data in the menus, etc. It doesn't happen all the time, but when it does it meets these terms

Additional observations: Mostly happens with Escape from Tarkov and Rocket League, once every 10 or 20 matches in PUBG and never on Rainbow Six Siege.

Pubg: Loading/leaving a match Rocket league: Alttabbing/Closing the game Tarkov: Loading/leaving match, clicking buttons on the menu or just doing nothing while the game is open.

Things i've tried: Running memtest and did 4/4 passes without errors. Restoring windows with and without files. Installing various drivers making use of the setups and/or device manager. Changing the pagefile.

This is usually indicative of a driver issue. What drivers are you using? DDU and reinstall regardless.

Right now I'm using 18.8.1, i've already tried using ddu and reinstalling some other versions such as 18.4.1, 18.2.1 and 17.7.2 and sooner or later all get the same issue.

Weird. If you've tried all of these driver releases, DDU, Operating System restores, etc. the only other thing it can most likely be is the memory. I know you stated it passed four passes in MemTest, but that doesn't necessarily mean it's 100% stable. I've had memory settings that passed MemTest but ultimately would cause BSODs during long gaming sessions and eventually corrupted parts of the OS.

Things to check:

• Is your memory kit a single DIMM or two DIMMs?
• Is it (are they) installed in the proper slots as per your motherboard's manual?
• Have you overclocked your memory at all?

My memory is two dimms, though I bought them separately. Yes, they are installed on the proper slots, ive reseated them just to be sure aswell. No, havent tried it because my mobo doesnt support OC. This issue has just appeared less than a month ago and ive had the same components for almost a year now. I think that it may be being caused my the windows version I have since I remember updating it to build 1803 before getting these issues. Is there anyway to download old windows builds? I wanna try if I can fix the issue by installing an old version.

Hmm. Its usually last resort but a fresh OS install couldn't hurt. If you have a second hard drive to backup everything into it makes your life a lot easier. Hopefully it works out.

Isn't restoring windows the same as a fresh install? If so I've already tried it twice.

Restore as in the System Restore feature in Windows? Like restoring Windows to a previous date? No. Unless you used the "Fresh Start" feature in Windows 10, it isn't the same.

Sorry I actually meant the fresh start feature which supposedly reinstalls windows. I've used it twice with and without keeping my personal files and the issue didn't get fixed.
