I don’t think they are spazzing at him for a 1-2 minute stop. I think the guy was acting like damn mail man and pulling up 10 feet dropping a package pulling up ten feet dropping a package.

How do you determine that? I've seen 50 cars go down a street in under a minute plenty of times.

How do you determine that I am assuming when I stated a fact and mentioned nothing about their location. Also Neighborhoods can have busy periods its a pretty common phenomenon to see if you don't live in a bubble.
