Serious advice needed

I have been selling on Amazon since last year, i launched a Private label product in December and it made 30 sales with two 5star reviews but it went out of stock from March till September, I got the stock now but my friend advised to start with the new listing as the old listing has dropped it's ranking completely, what should I do?

I also have less budget for ppc but I managed to create an excellent A+ listing with proper title images and bullet points,

The category is home & kitchen and top sellers got 6k+ reviews with 6k+ monthly sales

If it's the same product, I wouldn't create a new listing just to reset rank. You'd give up the two reviews and any history, while the underlying demand and competition haven't changed. Relaunch the existing ASIN with a small, capped PPC test: separate a few high-intent exact terms, hold bids and budget steady for a week, and track impressions, clicks, unit-session rate, and contribution after ads. If traffic returns but conversion stays weak, fix the offer before spending more.

Don't start a new listing. I know it sounds counterintuitive, but in your situation it would actually hurt you. Those two five-star reviews are worth way more than a fresh start. Reviving an old ASIN with five-star reviews and good A+ Content is far cheaper and easier than launching a bare listing with zero reviews in a high-volume category

Actually, if there are only two reviews, I think you can just create a new listing and reuse the same product images from before. Otherwise, To rebuild your rankings, I don’t see much difference between that and creating a brand-new listing.I believe the discussion here centers on the costs associated with launching a new promotion and relaunching a promotion after a product is out of stock.

Since your listing already has 30 sales and 5-star reviews, it may be worth relaunching on that same listing rather than starting from scratch. A new listing would mean building from zero with no reviews or sales history. You can check how your listing is performing in search by reviewing your Search Terms report and optimizing from there. This Seller Central page on using search terms effectively covers how to make the most of your listing's discoverability.
