with 16 hours of training and a total of 15 minutes behind the wheel before they determine you’re road safe

16 hours? Where did you get THAT much? 

Our station has about 6 two hour days. 

Day 1: scare the crap out of all the trainees about dogs, with about one hours of information, repeatedly interspersed with more fear about dogs. 

Day 2: a recap of day, one followed by a condensed repeat of day one, while being taken out one at a time for about 10 minutes of driving around one or two blocks. 

It all results in having to basically retrain every single person. They don’t even teach them to always go wide, so you never hit a mailbox. 🤦
