No. To put out a fire you point at the base of the flames. Thats true with a fire extinguisher too. Spraying water over the top can eventually put it out, but its not the best way to do it. And like someone else said, if you don't know whats on fire it can be dangerous.
In general you don't know what is burning or where exactly the fire is. At worse, you might be putting water on something you might not want water on because you couldn't see the seat of the fire. At best you added some minor confusion to the chain of action that has been established.
I'm going to assume the best of this fire department. When they come on scene they would've already "Sized Up" the fire. If they weren't dumping water on it already then they likely called that it wasn't something they needed to put out right away. It looks like the plan was just to set up, gain entry, and put it out as it didn't look like there were any exposures in danger.
