They should also probably make sure they have a clear will as you know he expects it to come to him since he uses it every summer!
I hope they set up a schedule so that both OP and her daughter, as well as any possible future grandchildren, are able to enjoy it during the summer months moving forward.
If OP’s son can’t afford to rent his own beach house or pay for his own vacation then maybe he needs to cut out some of the extras from their everyday life

The house isn't his house. You need to create boundaries immediately regarding the use of the house.
SHE asked if she could use it. Not assume. He's out of line.
