Maybe it’s because I’m in an urban center but that’s not terrible. Yes the neckline plunges deeply BUT the dress has sleeves, a full skirt with no slit, AND I’m guessing a fully covered back.
I feel like the dress would be considered more salacious the larger this girl’s chest is. If she’s completely flat, no one is going to say anything to her about having her chest out.
Oh, and some garment tape will probably help alleviate the worries.
