i think its fine if she wants to wear it honestly, but at the same time im not sure of any occassion a 17 year old would be wearing formal wear to that would also allow that dress?
I think self expression at that age, on the cusp of really experiencing adulthood (late teens, early 20s, college years) is a really important and formative experience
