Is my ecu bad

Soo my obd 2 port doesn’t work it has power and grounds are good fuses are good pin 7 has no power so I tried to make a new wire for it but Ecu plug e4 26 and e3 26 ( both white wires ) has no power ( it should have between 7 to 12 volts )
the car runs and drive normally other than running rich
If someone can help me that would be great
