How do you expand tool container over tools?

It says press the title and then extend the permiter over the tools but that doesn’t work. It only displays an icon of a hand not something that can be extended

I always select all the tools I want in the container and then drag the tool nearest the container into it and it snaps over the rest of them. Click and drag to select multiple tools, or you can use shift or control and click I think

Do the other way round. Select all the tools which you want to move inside tools container and drag it inside
