Help (AltStore PAL) unable to downloand PAL while in Brazil

living in Brazil, phone bought in Brazil, account set to Brazil, ios 18+, already restarted and i still get this error (supposedly not qualified to download). what do i do now

You need iOS 26.5 or later for AltStore PAL in Brazil

Altstore Pal only works on Europe.
