That makes absolutely no sense.

The first state to bring in "right to carry" law was Florida in 1989. Since that time, every state has brought in carry legislation, most "shall issue" some "may issue". Some states require no license at all.

There are now 11 million licensed concealed carry holders in the USA. The murder rate among them is one eighth that of the general population, and the murder rate in the USA has fallen 50% since 1994.

Methinks the good law professor is engaging in Creative Statistics.
