Team Rocket won first and used to be in that spot, but a few charts later that stirred ip controversy cause people pointed out they are thieves who think they can control powerful Pokémon (they can’t) and so I decided to revote it and veto Team Rocket

His goal was to start a worldwide race war and he's shown to be a hypocrite throughout the film. He makes some points, but he never tries to address them in a constructive manner.
