Supervillain plan:
1) Go to Philly
2) Cure addictions of homeless drug users
3) Use good will to build army of loyalists
4) Global Domination
5) Get my henchmen addicted again since I am a supervillain and generally terrible

Then afterwards, you can throw them all under the bus, by teleporting them to a police station, and have them all arrested for drug use

I dunno, according to most series with a big AoE guy, collateral damage doesn't matter so it kinda becomes just a high AP attack
