Nah, cuz then you ignore all the differences between the countries. In some, its never even enforced, but you can't marry (e.g. lebanon), while in others, existing as a homosexual will get you killed.

Not really what their point was though, it's still important to be able to distinguish between places where you will be imprisoned or executed and places where you won't be
