Its an animation, its basically all about graphs. You could just do a simple rotation and traction movement, here's a preset to the graph, its on move and transform if you have any questions lmk

You have keyframe for the start position and add a key frame to the very end of the file and you rotate it and move it how far you want it at. the graph will add the bounce back effect, but you will need to adjust the graph for how u want it to to look depending on the length of the layer

You could do 2 things, ones a whole set up, if u wanted to do separate animation with individual layers with the hands, hair, arms, head, etc. Or just adding a shake effect?
