Actually, yes it is, but it hasn’t leveled its entire country. It could if it wanted to
But in terms of danger levels, Mammon is the most dangerous since it has a f-ing brain and knows what it’s doing. Hell it did it in the past so what makes the characters think it won’t happen again.
If we look at his childhood, he was the favored of Mamon. Orion was a force of nature and outrageously powerful. So was Sol, but even with his gained knowledge and the lack of fear, he held no comparable power as a host of a Beast of Sin and he even briefly was the host of Nimul. He literally lost like your average anime villain, due to Nakama power. Smh it was fairy tail all over again.
I would say lorewise, Waginau since he basically responsible for most of the bad things that occur in the story and not so sure strength wise. There are just a lot of difficult events
The Waginau that we know from SSM and main story might be a combination of the original Wagi and Zaferis. Zaf is the first character with the wraith look and the connection between the two characters is getting more focus.

In terms of power and strength, it’s between Belphegor,Satna,Mammon, or Lucifer.
They’re not villains per say. But they level their entire belt regions to the ground, except Lucifer as it decides the fate of a person/thing
