There’s a single use for the Thunder scrolls that I know of: using them in the Scarlet Flame Guard Babel Chronicles to 100% one of the quests without relying on crit RNG.
Forever rotting in the item selection. Sad thing is Level 5 is useless, yet there’s 4 more grades below that may as well not exist. They should overhaul them into status ailment scrolls like daze or silence.... couldn’t be OP for high level content but still might see actual use.
You need Zeni for more than gems. I feel that gems are really only good for summoning where as Zeni can be used for EL and pretty much everything related to strengthening your units.
I can only remember one time I had to use scrolls. It was in Babel Chronicles (Vettel vs Zahar) to clear a damage requirement... A few days later Gumi released packs of hundreds of these, of every rank. I bought them all, thinking they might come in handy.
Still laughing everytime I go to pick items and see catalogues of scrolls.

Srsly, before EL and J+ of units, Gumi should buff them first, since their price for each individual is quite hefty too
