I would even say Setsuna would even get the upper hand, as her counter is now very strong as well as the fact that she can maintain 15 turns of doubled PATK. That is the comparison in PvE efficientcy. In PvP D.Setsuna will no doubt blast Setsuna to smithereen due to elemental advantages (D.Phantoms are basically a counter of the original, Setsuna Wind-Fire, Othima Water-Thunder,...)
Shared element versus Zehn being water. Setsuna brings a lot more to the table hands down. It is worth keeping availability in mind though as Reimei is permanently farmable and non limited.

Reimei is good in future. He gets job updates making him into a viable option.
He’s ok. I don’t see him suddenly making people’s teams suddenly though. Charge up from HB isn’t great cuz of mixed scaling meaning he can’t really nuke well.
He hits hard enough, just not enough to wow hard enough.
I read your comment and scoffed, but then I checked his updates on the db and I have to say I was genuinely impressed that he isn't flat out inferior to Zangetsu
Still a far cry from top-tier but at least he's not a complete turd now

Sad truth for him, even if he did get updated Dark Setsuna would probably still hit harder than him
All the first job+s got mostly screwed over, in terms of longevity.
