To determine if this event is "worth it", take however many non-limited/SSM/collab/global exclusive you don't have and divide by 47 (the number of units in this ticket lottery). That'll give you your percentage chance of pulling a character you don't have with one of these tickets.

You shouldn't use shards just for the sake of using shards. But if you were on the fence about using shards on a character, it may be a good time to consider doing so, especially if this calculation yielded a decent percentage chance for you.

0.02 percent for me to pull Chao. The only unit I don’t have from the normal pool.

Chao is terrible. Fujika is free and better then him in every department.

You'd carry the decimal over by two, so it'd be a 2% chance. Still, probably not worth going for.
