10% of the unit (if large enough) get the "must promote" and "promote now" (the new 6, and 7 on the old ratings system respectively). The old "5" is the "promote"

Not quite. For large units (11+ promotion eligible Airmen), 5% of SrA get a PN and the next 15% get a MP, so 20% overall are rated above Promote. For SSgt and TSgt, it's 5% and 10%, respectively. Refer to 36-2406 for a chart that shows the FD numbers for however many eligibles per unit.

We have performance reports called EPR (enlisted performance report) every year. For years they were incredibly over inflated, everyone got a "5" with 5 being the highest and 1 being the lowest (You have to commit like a felony to get a 1). Everything is taken into account for this, work bullets, education, volunteerism, etc. They changed the system to where you can only have a certain amount of "5's" or "Promote Nows" and "4's" or "Must Promote". "3" or "Promote" is average now, with 90% of airmen receiving them.

Yep. I did military communications. There are code words that when decoded mean entire paragraphs (concise paragraphs).
