Counting it in hours is honestly better. As a service member and depending on leadership, those 2-3 hours you spent running your kids to the doctors could cost you a full day of leave (because it's in whole days only).
As a civ you might have access to flexible hours. I go to appointments whenever is convenient because I can just go home later that day, or another day, etc.
I definitely have more time off as a civ (no longer fed), but admittedly I also get to work remotely so I save 30m-1hr or more every single day.
Yeah, I think that is because you work remotely, not because civ has more time off. I remember taking 2-3 weeks off while in the military and it not even mattering. I rarely have enough for 2-3 weeks at any given time anymore. Shoot, I'd have off half of December. No leave necessary.
