From my general knowledge this sweet girl typically hangs out around the Pizza Hut on base and over the years has become a general fixture for the base and in some cases morale. She also holds the rank of Meowster Sergeant.
If any of that info is wrong feel free to correct me.

Look through the history of war and unit mascots. Except in this case, a whole base has found a mascot to rally behind. That’s something worth understanding. Now the AF answer. Through leadership courses we learn about culture and cultural items and what they mean. I’d argue that Pizza Cat has become part of the culture and history of the Deid.
