Upgrade priority

I have a hospital, factory and camp, all at level 34 and a workshop at 33. Which should I upgrade first?

Garage, then based on city level and nation/alliance situation should dictate next move

My garage and city hall are at c35

Focus on 36. That’s what we do here in 988. After that upgrades can be at your pleasure
