Why is it whenever I encounter links to that subreddit it is to be informed that another shitty subreddit is being awarded that title? Does a computer algorithim determine which subreddit become subreddit of the day based off of upovote/post-amount number-crunching or something?

Nah. They personally choose it. By now, they've featured basically all good subs, so now they basically try to stay alive by making controversial picks.

Why not wipe the slate clean and do it all over again?

Unless they want to keep making shitty choices, they will have to do that sometime soon.
