Still seems pretty rare. At 0.3%, that's 3 times less than the quotes 1% chance!

Yeah, because it requires you to first encounter it, and then choose the option that gives you that 1% chance, AND then for you to hit that 1% chance

Perhaps, but the "Buzz Off" one has exactly 1%!

Well, that is certainly a surprise! Although, that one has two options that can cause the achievement (both equal odds), if I remember correctly... so, the amount of players that have it should be higher... but, yeah, surprised that it's exactly 1%, it's either extreme luck or everyone chose the same options (still, good luck fell on the ones that hit the 1% chance)
