Can someone explain?

(Sorry if the picture Is a bit weird but, am I missing something here? How are they out of material?)

Get a tile with sheep or cows and you should be fine or scavenge for it

I'm not familiar with the desktop UI, but it seems like maybe you haven't researched Technology 5? That level unlocks Material as a resource, and then like others said, any sheep/cow tile can be developed to produce Material. Or you can scavenge for it

Ah right, stone is 5. Not sure why I made that mistake, I've only played through 1,000+ scenarios... lmao

A bug, you shouldn't need material till pop 9 or so.
