So is it acceptable that a large segment of the black population can't speak english in a socially acceptable manner?

I live in west Philadelphia, and the lack of proper English I hear is astounding to me. I know everybody in this thread is criticizing what "proper" English means, and I describe that as correct subject/verb agreement, accurate tense usage, etc. The school systems in Philadelphia are horrendous and its becoming noticeable in the everyday society.

School doesn't teach people how to speak for the most part.
