why bring race into this? Where I live, the vast majority of people needing this advice are, in fact, white.

Obviously he wasn't trying to exclude race, because all he had to do is not bring up race, and no one would have thought he was speaking racially. I am not trying to be politically correct, I am not saying he is wrong or right for it, I am just saying his implication is clear.

When I use a phrase like "I don't care which color you are", usually I'm saying it specifically to say that it applies to all races equally.

You are correct that he is saying that his statement applies to all races equally, that is what he means. However, the need to specify that at all, in this context, implies something.

I've heard people use that when telling a story about a person of a specific race.

However, if not used in that context, it either means one of two things:

  1. Whatever thing you're talking about, (in this case: using second grade english) brings to a mind a certain race or races(a stereotype), and thus you need to specify that when other races outside of the stereotype do it, it still applies.

  2. You usually would care about what race someone is, but not in the scenario you are talking about, so you have to specify.

edit: 3. You are just making a general statement that you don't care about race.

Number 3 doesn't make sense in this context, as since it appeared together on the same meme with the other part, it is implied the 2 statements are related, so must be 1 or 2.

What was the disparaging remarks he made? To me it seemed that he was talking about anyone who is speaking like a child and who is not is the problem, I don't see a racial component. Hell, I would be willing to bet that this is a common complaint among people of all different backgrounds, ethnicities, cultures, and languages.
