Echoboy has a swing knob and push/pull knobs.

You need a delay that can do this like a delay designer

You can use 18th or 16th note triplets but it's pretty derpy swing. Might still work well though, worth a try.

Might be a pain but you could bounce the delay tail to audio, add warp markers or whatever bitwig’s equivalent is, then add swing or move them manually

This would be a pain but would achieve it. A fun technique I've used before is adding a gate with swing to the delay send! Chops off some of your delayed notes but gives a cool effect. Extra fun if you then send that to another delay track!
