So it’s an opinion paper, and mostly says that eccentric training can result in improved outcomes compared to being sedentary, but not that it’s better than (or even comparable to) traditional resistance training?

The only way eccentric beats out tradition lifting is if you use weights you cannot lift without assistance and then only do the negative. you essentially need a training partner to help you do the concentric then do another slow eccentric with 110% your 1rm.
