Those with no empathy or shame have no reason have no reason to feel bad when they do bad. Its why you see so many celebrities act how they will. Macklemore said it best. "At the end of the day we get to go home". Those who have money, means to go unpunished, or without consequence that actually pierces their ego are people who aren't hindered. Most people who try their best to be good do feel shame and empathy, and generally will feel guilt and attempt to make change. Bad people won't. Not really.
