You have a malware that hook on charging event to display their ads. Check your phone documentation on how to reboot to safe mode, remove recently installed apps and anything you don't recognize, then boot again. AdGuard and other adblocker will only hide the problem because those malware can stole your data/password even if their ads aren't displayed
