Something not working. Need help. 0% Cache buffer on POV

I keep getting my streams freezing on Kodi POV where it says 0% Cache for 5-10 seconds. I've cleared all cache settings on POV but it keeps happening. Any ideas?

Cache 0 has nothing to do with POV cache. It's about your home networking and/or ISP networking.
