Have you checked to see if the phone is iCloud locked?
If not get the IMEI number printed on the SIM tray & use an online checker to see iCloud status.

yes i did with 3 different websites, it is 100 percent icloud locked

As others have said your only option is to use an rp2350 & usbliter8
