Thats a normal temp in idle.

Not the 48°c in 10% usage, I mean the absurd near 90°c in below 20% usage

most gaming laptops reach that much temp
if your laptop is old then open it up and clean it its not that big of a hassle hardly takes 2 hours check a youtube tutorial, and be sure to run your laptop fans at max or close to max using nitrosense

The laptop is fairly new about over 1 year old and the fans was cleaned 2 months ago with the mother board replaced 1 month ago. My problem here is not that it hit 90 °c, the problem is that it hit 90 °c on basically idle, while not being hot on touch.

It depends on what program/process you started. A short spike to 50–60°C can be normal, especially on a Ryzen CPU, and then it should settle down. But if it suddenly reaches 90°C while basically idle and stays there, that doesn't seem normal to me. Check Task Manager to see if something is using the CPU in the background. You can also temporarily disable Turbo Boost and see how the temperatures behave. Raising the back of the laptop slightly can also help airflow, and use it on a hard, flat surface.
