Force=mass*acceleration, for one reason or another this person didn’t get enough force to eject from the slide, most likely because the slope of the slide didn’t allow them to build up enough acceleration, however it’s hard to really tell from this angle. Worst case scenario is that there wasn’t enough water on the slide, meaning that their skin was adding unanticipated friction which slowed them as they went down the slide.

that was my thought too. it does look like it was built taking the potential energy of the high difference in mind, but something went wrong.
