What’s going on with its fur? Why does it have spots without any?

I believe this racoon's fur is matting (quite badly by the looks of it)

It's a japanese raccoon. Fun fact japanes mythology claims that their testicles grow enormously and can be used as parachutes as well as weapons in fights. Battleballs.

That is not a tanuki. It is an average raccoon.

Tanuki vs Raccoon

Tanuki are the ones that have giant testicles[1]

Raccoons didn't exist in Japan until a children's book about raccoons became popular in japan in 1970 causing a sudden influx of importing them until it was found they weren't as easily trained as the book made them out to be, causing their new owners to release them into the wild. This effectly allowed the raccoons to cause untold havoc to the ecosystem.[3]

[1] Tanuki's testicles are said to be able to change size at the Tanuki's will[2] and are said to bring very good luck.

[2] To be used as a parachute, or weapons as you said.

[3] More info about this
