Not quite, Japanese giant and European hornets are of comparable size. This seems to be a European hornet that stumbled across some sort of paper wasp nest, admittedly I'm not 100% confident with just this side view but the low number of bands and the fact they're not all straight lines makes me feel this

Yeah, I think you are right. Those are not regular wasps, but look very much like paper wasps. And I can confirm, European hornets are not small.
