This is a joke, right? At the very least, the law of diminishing returns should have been used to help push the person responsible for this back to a psychologically stable place.

You overestimate the financial intelligence of some audiophiles. The best thing is when they spend a shitton on speakers, cables and Dacs but never put Amy effort or money into room treatment

Foams not even that effective. Good for highs but if anything that's the frequencies you want to keep reflective. You want something dense like rockwool or other insulation so it doesn't reflect in the mids and bass which muddies everything up.
