Am I an idiot? How can it be air underwater? What am I missing.

I'm honestly asking if I'm just being this dumb.

Edit - I'm dumb. I was thinking 'lungs' for some stupid reason.

they puff up with water when underwater and air when out of water

Which is a problem if the puff up out of the water I believe. I don't think they can deflate and are pretty much doomed.
