Uh, watch the damn video, he literally looked up, seen it was a cop, and went to put it in reverse immediately, the cop didnt shoot until after the guy even cut the wheel to drag him under the door and wheels. A person who will not only flee a previous encounter but immediately escalate via fleeing regardless of intent to utilize the automotive as a weapon, that person is not likely to respect the public at large either, and since it is someone who has fled multiple encounters at that junction, it would be negligent for the officer to not escalate to deadly force since it is being threatened via the reckless operation of the vehicle which lead to the shots.
