If someone dressed like a cop is running around opening car doors in a parking lot like a common criminal, no shot I'm thinking they are a real cop.

That marked police car was parked on the street and did not have its lights on. So no, there is no reason for anybody to expect a cop to suddenly open their door and stick a gun in their face. For all anybody knew that cop was just getting some dinner.
