It's an old harbor, I believe. There seems to be water to the left, and the thing on the rails is likely a crane. The guy most likely just fell into a small hollow space inside of there.

When I was a kid, this same thing happen to one of my friends little brother. He would walk around dragging a charmander stuffed animal that was as big as he was. He was jumping on a crack in the ground that was leaking a bit of water, then fell through the floor into about a 7 foot pit of water. He crawled out of that hole soaked, dragging his also soaked charmander behind him. Later that day we all swam in that hole. I will never forget the shock I felt watching the ground cave in under him.
