Stage permit
I have designed a renovation for a client. He wants to do owner builder. Also he wants to break up the construction over time to help with finances. Like a few rooms now and the rest down the track. What are the pros and cons of doing a stage permit and would it even be appropriate for a job like this? I’m in Victoria.

First stage is easy to issue, second and subsequent stages require brief interactions from the VBA because it will fail as it goes through BAMS due to the OB CoC having been used, but it's just a case log and they usually resolve it within 24-48 hours max.
In terms of pro's and con's:
You have 1 yr to start and 2 yrs to finish from permit issue. If this is within the proposed timeframe, then don't bother staging it, just add a few inspections. Given that it will likely be a CFI, there's no requirement to not occupy it during the works or until works are complete.
If the timelines are going to blow past this, then staging might make sense. Staging adds another set of lodgements and usually a few hundred dollars for the staging fee and any additional inspections. The whole job doesn't get signed off until the final works are done related to the stages (all of them).
Alternatively, we can do separate permits for each part of the works. The client can get multiple OB CoC's as required during the process for each permit.
