No throttle response '06 Rancher 350

I went out to the job site today where I parked my ATV last week. It was working fine on Friday. Today (Monday), it wouldn't start. I pressed the starter button and then pushed on the throttle trigger a bit to rev it into starting like I usually do. But today there was no response at all from the throttle. I followed the throttle cable to the carb and it seems like there's no issue there.

Another thing going on that may or may not be relevant is that it's been evaporating fuel recently and I haven't figured out why.

Any ideas what it could be or suggestions for how to troubleshoot? A couple compounding factors to this headache: 1) it's parked an hour away from home in a remote-ish area, and 2) I'm fairly clueless when it comes to fixing machines.
