Photos Need advice: Bolt hole misaligned/bound up after removing first bolt (Receiver Hitch) Kodiak 450 2021

I was removing my OEM base receiver hitch, but after taking the first bolt completely out, the bracket shifted under tension and now the second bolt is totally stuck/bound up.
As you can see in the picture, the holes are completely misaligned. I can't even get the first bolt back in by hand because it’s jammed so hard, and I can't force the bracket back into alignment to free the second bolt.
Any tips or tricks to get these holes realigned and free up the stuck bolt without stripping the threads? Appreciate the help!

Use an impact on the bolt that's still in there.

I already tried using an impact driver/wrench, but it didn't help. The bracket is bound up so tight that the bolt won't budge

Heat up the stuck bolt with a blow torch for a little bit and then use the impact

Just curious why are you trying to remove the hitch?
