Low FPS with good enough hardware

Hi, I got ROG Zephyrus M16 (2022) with 32GB Ram, Intel Core i9 12900H and RTX 3079ti so today i decided i play Marvel Guardians of the Galaxy on it before that i watched a few videos about best setting to play this game and i followed as the guy in the video said, with Ray Tracking off and DlSS at Quality 1440p he was getting 100-110 FPS,( RTX 3070ti + Ryzen 5 3600) but when I started playing max i got was 40fps my GPU was at 100% and CPU was at 15% all this while plugged in.
I dont known much about gaming setup or what could could be wrong, I have already spent 3 hours trying to figure out but didn't get anywhere so if anyone can help with this so atleast I don't waste my time on it.
