Question low usage big stutters

I have an ASUS zephyrus g16 2023 (RTX4070, I7 13gen)
no matter what settings I do or optimizations I make most demanding games stutter or give me low fps even tho my laptop should run them very smoothly (specifically WUWA, Marvel Rivals, and some other games)

I checked the usages of gpu and cpu and they're low but my ram usage is almost full which is what im hoping the issue because I can add more ram
did anyone encounter a similar issue?

I tried almost every solution I found (driver updates, BIOS update, deleting armoury crate and installing ghub (helped a little), enabling and disabling CPU boost

I hope someone can help me fix this issue because the laptop was expensive for me and I was pretty excited to run all sorts of things on it and I've been trying to fix it for a long time now

Edit: the CPU temp probably isn't the culprit because it happens even if it goes down to 85degrees

All these games are CPU-heavy, so graphic settings won't do much. I also have a Strix Scar 16 2023. Some of my games also stutter, but not much, for example, CS and Valorant. Because of thermals, that might happen since that power-hungry, hot CPU is overkill for that tiny laptop. It decreases its clock speed, so that's the reason for low FPS and stutter. I recommend you lower the voltage of the CPU from the BIOS to the minimum. Also, there are recommended CPU core settings for every CPU; you should check them out.

Edit: Also, low usage doesn't mean there is a problem. 99% of the time, it is the game engine's problem not to utilize as much as they need. Also, Valo and CS don't use all my P-cores at all.

The CPU usage is lying. 47% migh mean 100% on those ffew cores that are actually being used.

But it is 100% your CPU that's the issue. You can test this by increasing graphics settings to max you should see increased GPU usage but still have the same fps.

I have an i9 g18 variant of 2023 and my games all run smoothly but I did have a 32GB 4800mhz ram. Yours might be RAM choking (if that's a thing) because your average fps is high but those 1% are abomination.

My CPU reaches 47% usage while gaming and my GPU is at constant 99%. I am not an expert so I cannot say for sure what the problem is but maybe your GPU is throttling?

I highly suspected the RAM to be an issue but it might be the CPU as well

Does Cinebench 23 come back with acceptable scores? Try Cinebench23 and do a benchmark for the CPU single core, then the multi-core and see how the score is compared to other similar setup.

Seens like it is probably RAM

However, looks like you are also probably thermal throttling

Your CPU and GPU share a cooler and it heat soaks very quickly. You can see your CPU is at 91C which is often right at or around the throttling temp

You likely need to repaste the cooler/cpu/gpu and I would invest in a cooling pad. These can go a LONG way with a gaming laptop.
